What changed, and when

Thailand’s cannabis rules have moved several times in four years. Most confusion comes from advice that was true once and is not any more. Here is the sequence.

June 2022 — decriminalisation

Thailand removed cannabis from its narcotics list, becoming the first country in Asia to do so. A largely unregulated retail market grew quickly, reaching roughly 18,400 licensed shops. Most of what is written online about buying cannabis in Thailand dates from this period and is no longer accurate.

25 June 2025 — reclassified as a controlled herb

Cannabis flower was reclassified as a controlled herb under Thai traditional medicine law. Sales became prescription-only: a PT-33 from a licensed practitioner, capped at a 30-day supply. Walk-in retail ended on this date.

2025 — advertising prohibited

Article 9 of Ministerial Notification B.E. 2568 prohibited direct and indirect advertising of cannabis across all media, alongside a ban on online sales, social media sales and vending machines. Penalties reach three years’ imprisonment and a fine of one hundred thousand baht, with licence suspension or revocation.

Late 2025 — the market contracts

More than 7,000 of the licensed shops did not renew. Around 11,000 remained trading into 2026. Enforcement directives clarified that the shop, not the prescriber, is responsible for verifying that a prescription and the practitioner’s licence are genuine.

30 April 2026 — licensing tightened again

Ministerial Regulation No. 2 B.E. 2569 required retailers to hold a qualifying credential — a hospital, herbal product, pharmaceutical or Category 5 narcotics licence, or folk-healer certification. It also required a DTAM-trained staff member on the premises throughout opening hours, and an odour and smoke elimination system. Anyone previously suspended for a Ministry violation is refused renewal.

Where that leaves things

Cannabis in Thailand is legal, controlled, and medical. It is obtainable with a prescription, from a licensed shop, in person. It is not a walk-in purchase and has not been since June 2025. We keep this page current because the rules have changed twice in fourteen months and may well change again.
